Here is my build, without Incarnates/Accolades planned. Villain Plan by Mids' Villain Designer 1.962 I only have basic IOs in most slots, though with 5x Dampened Spirits in Hurricane and 6x Kinetic Crash in Tornado (Kinetic Crash is the cheapest set to get you the 7.5% Recharge bonuses) I have a L50 Ill/Storm/Psy and the only advice I can give is to avoid the KB>KD IOs.
